Twin Purposes of Competitive Bidding

The primary purpose of competitive bidding requirements on public projects is to protect the public by preventing fraud, collusion, or favoritism in the award of public contracts. The laws are in place to ensure that the work is performed at the lowest price for the public.

The secondary purpose of competitive bidding requirements is to provide a fair, transparent, and open process for bidders to compete for government work.
