A county in Florida is considering adoption of an ordinance that would award 10% more points in the selection process to consulting, architectural, and engineering firms with a local headquarters office located in Pinellas County.Florida state law permits local agencies to award preference points based on location and other jurisdictions in the state are also considering similar proposals.
The Pinellas County Commission will discuss the proposed ordinance at their July 21, 2009 evening meeting.

Oregon law (https://www.oregonlaws.org/ors/279A.120.html) allows agencies to use local preference as a "tie-breaker" and also allows agencies to use a state's local preference against them by taking the % of preference and adding that to the contractor's bid.
