WSDOT to Conduct DBE Program Disparity Study

The Washington State Department of Transportation (WSDOT) has advertised for a consultant to conduct a DBE Program Disparity Study.  Proposals are due July 26, 2011.

Public agencies use "disparity studies" to evaluate whether disadvantaged business enterprises (or sometimes minority- and women-owned businesses) are getting less government work than other similar businesses. Disparity studies analyze whether there is a disparity between the availability of DBEs in the market and how much they are actually being utilized.

Down here in Arizona it looks like the same thing is happening. I attended a presentation last week at ADOT (AZ. Dept. of Transportation) and they spoke about adding a Small Business Enterprise Program. They feel that this would balance any disparity. There are many small business that are not a DBE who complain the table is not level. The study of equal opportunity in procurement shows unofficially however, there is no continued need for the DBE program. Already, the requirement to seek bids from Women Owned Small Business and DBE's had been modified to only needed to seek bids for Small Business. We will watch and see as the public weighs in more in the next few months.
